A driver’s license is issued by the state in which you reside.  Each state has dedicated offices that issue driver’s licences and specific application procedures and requirements.  In addition, each state has it’s own rules regarding eligibility for a license and permissability of driving with a license issued by another U.S. state or country.  Please make sure to read the state agency’s website carefully.  Before applying for a driver’s license, it is highly recommended that you wait a MINIMUM of ten business days from your check-in with the OIS.  Failure to wait may result in a delay in processing your license. 

Maryland Driver’s License 

  • For detailed information about the license application process see the Maryland Motor Vehicle Administration website and review the Online Document Guide to determine which original documents you need to present when making the application.  
  • It is important to know that you must present an original Social Security Card as part of the application.  If you are not eligible for a Social Security Number (SSN), you must apply for a SSN and obtain a Letter of Denial from the Social Security Administration.  Please review the instructions for applying for an SSN.

SAVE Electronic Verification Process

Prior to visiting an MVA office to apply for a driver’s license, you must complete the online SAVE Form and receive a response from the MVA.

  1. Submit the SAVE Electronic Verification Form on the MVA website. (failure to submit this form will likely result in a delay in obtaining your license)
     
  2. The MVA will contact you within two business days of submitting the SAVE Verification Request Form to continue the process of applying for a Maryland driver’s license. You MUST do the SAVE step before going in person to the MVA.  If you do not receive a response within two business days, you should contact the MVA at [email protected]
     
  3. After being contacted by the MVA with instructions for in-person follow-up, prepare your supporting documents and visit a local MVA office.
